General Job Duties:

Reviews project plans and proposals

Works with management to develop project objectives

Identifies project responsibilities by determining phases and elements of
the project

Calculates time frames and sequences the stages of the project

Prepares and distributes a description and timeline of the project

Studies product design, customer requirements performance standards, then
determines project specifications

Presents cost estimates and performance standards

Reviews contractor bids; interviews and assigns personnel to specific
phases and elements of the project

Maintains project schedule by monitoring project progress; coordinating
activities; resolving problems

Controls project plan by reviewing design, specifications, and plan and
schedule changes; recommending actions

Through project coordination meetings and other forms of communication,
oversees and coordinates the technical aspects of the project

Prepares status reports and regularly monitors budgets, contractors and
schedules. Allocates project resources appropriately; approves
expenditures; employee contractor contracts

Keeps an accurate record and electronic data base of all elements of the

Presents procedures, rules and regulations to those involved in the
project; maintains a safe, clean and productive environment through
enforcing procedures

Maintains project integrity and reputation through compliance with state
and federal regulations

Knowledge, Skills and Abilities:

Must demonstrate knowledge in civil /mechanical engineering principles,
practices and methods, environmental regulations, engineering project
management methods, workplace safety, budgeting, employee supervision and
personnel management

Experience working with 49 CFR 192 and 195 regulations

Able to intervene as required in technical matters

Must be able to notice discrepancies and work with managers concerned to
resolve problem

Must be flexible and able to work well in a fast-paced environment

Competent in handling simultaneously occurring tasks and smaller projects,
and have excellent written and oral communication skills.

Helpful to have conversation skills in at least one other foreign language,
most commonly Spanish

Must have analytical and mathematical skills, quick thinking, and a solid
understanding of the main principles of engineering, and construction

Must be proficient in the use of computer tools like MS Office, MS Project,
or Primavera

Education and Experience:

Bachelor's degree in construction management, project management or

PMP Certified or Master Certification of Applied Project Management desired

PE License preferred but not required

Five (5) years work experience in the field
